Open Question: Car questions.. Please help?

Im going to buy my dads old car from him but i dont want to pay missouri property tax and the insurance here is ridiculously high. I proposed to my dad that i get the car titled in my moms name (who lives in CA) and have it insured there since there are no personal property tax and insurance is 1/2 the cost for same coverage. My dad says this is a scam but if it is not a scam can someone tell me how much would it cost to get a title transfer and register the vehicle?
